DUTIES:

  • Responsible for managing all aspects of application development and maintenance, enhancements, and operational support of assigned applications and databases.
  • Supervises activities of analysis and programming staff performing development, maintenance, enhancements, monitoring system performance, troubleshooting, resolving issues, and providing operational support for assigned systems.
  • Develops work estimates, CAPEX and OPEX budgets, schedules, risk mitigation plans, roadmaps, assigns tasks, tracks progress, provides technical direction, assures work quality, and reports status to business units and IT management.
  • Serves as the primary point of contact for development, maintenance, and operations activities throughout the production build, and operation of an application or solution.
  • Supervises staff professionals – internal staff, augmentation staff, and vendor staff - who develop, maintain/enhance and operationally support application solutions.
  • Application solutions may include custom development and/or configuration and implementation of third-party COTS and/or SaaS products.
  • Evaluates staff performance, provides regular performance feedback to staff, takes necessary performance correction actions, identifies career development opportunities, and makes personnel action (hiring, termination, retention, promotions, etc.) recommendations to upper management.
  • Balances workload against available resources to assure allocation of resources to the highest business priority and impact tasks.
  • Provides input to the development and improvement of policies, standards, and processes.
  • Responsible for adhering to the full systems development life cycle methodologies and IT control processes.
  • Prepares project requests/charters, change requests, Request for Proposal, Statements of Work, capital, and operational fiscal year budgets, status reports, program reviews, planning schedules, and resource allocation plans.
  • Analyzes business needs, gathers and refines user stories, and forecasts resource and technical requirements.
  • Ensures Agile practices and processes are optimized for incremental delivery and continuous improvement.
  • Plans work assignments and schedules, assigns tasks and provides work direction and leadership.
  • Monitors work progress, identifying risks and resolving issues.
  • Adheres to IT procedures for recording and processing work requests, implementing and testing application changes, managing software releases, conducting and reporting milestones and checkpoints, and status reporting.
  • Integrates best practices and standards within the work unit.
  • Develops and maintains productive working relationships with business unit customers and vendors.
  • Works with the IT infrastructure team, technology partners, and solution providers to ensure engagement with the teams as well as strategic alignment to the plans and product roadmap.
  • Partners with Product teams, Data Services, Platform Services, Engineering, QA, DEVSECOPS, Performance testing, Technology Operations, Enterprise Architecture, User Experience team, and other AAMC shared service teams to define and implement the custom IT solutions and support the existing portfolio of applications.
  • Identifies and recommends process improvements for business and technology. Develops metrics and measurements to evaluate the quality and timeliness of deliverables.

REQUIREMENTS: Bachelor’s degree or foreign equivalent degree in Computer Science, Information Systems, or a closely related field followed by eight (8) years of progressively responsible IT and business/industry work experience. Experience must include: Six (6) years of experience leading agile-based projects using Scrum and Kanban. Five (5) years of experience with leading projects leveraging content management technologies like Acquia/Drupal. Three (3) years of experience with leading projects leveraging AWS technologies and cloud-native architectures and principles. Three (3) years of experience with DEVSECOPS methodologies and principles. Two (2) years of leadership experience in managing teams or projects. Demonstrated knowledge: Software development life cycle and software development methodologies. Following best practices, standards, and processes that support service level management. Making effective presentations and reports and interacting effectively with clients and in team settings. Planning teamwork, managing progress, and delivering results. Supervising technical staff. Various IT architecture topologies, practices, and principles. Position is eligible for full-time telecommuting. The employee is required to travel domestically up to 10% of the time. Remote Work Eligibility This position is eligible for remote work in the contiguous US Compensation Grade Range $151,215.00-$177,900.00 Multiple factors are taken into consideration to arrive at the final hourly rate/annual salary to be offered to the selected candidate. Factors may include, but are not limited to, the scope and responsibilities of the role, the selected candidate’s work experience, education and training, as well as internal equity, market, and business considerations. If a bachelor’s degree is required, related work experience may be substituted in some positions. One year of college course work at an accredited institution is equivalent to one year of related work experience.
