Duties Help
- You will serve as a SUPERVISORY RESEARCH PHYSICIST in the U.S. NAVAL OBSERVATORY, PRECISE TIME DEPARTMENT in WASHINGTON, D.C.
- You will supervise a staff of professional scientists, engineers and technicians potentially ranging from grades 11 through 13. This includes direct supervision of three research physicists, GS- [click to reveal phone number]1310-13 , and one physical scientist GS-[click to reveal phone number]1301-13 .
- You will plan and assign work, evaluate performance, give advice, counsel, and instruction, listen to and resolve conflicts and complaints, identify developmental and training needs, and identify and reward exceptional performance.
- You will act as a deciding official in selecting candidates for positions in the Division and may be designated Acting Deputy or Acting Head of the PT Department in the absence of a supervisor.
- You will be responsible for accomplishing the Division's primary mission which involve requirements analysis, strategic planning, preparing/tracking the Division's budget, performing risk assessment/reduction, and maintaining information assurance.
- You will make commitments concerning the programs under his/her management.

Qualifications IN ADDITION TO THE BASIC EDUCATION REQUIREMENTS (see Education section), your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience applying knowledge of Precise Time and Time Interval (PTTI) concepts. *Experience utilizing knowledge in clock technology to include microwave and optical atomic clock technology and other advanced and emerging clock technology.
*Experience as a physical scientist participating in and guiding the work required to develop, assess, and integrate new, advanced atomic clocks and associated technology in support of the USNO master clock.
*Experience guiding and directing the test and evaluation necessary to verify system performance and operation.
*Experience reviewing specifications and requirements for the development and procurement of specialized equipment.
*Experience acting in an advisory and technical liaison capacity with contractors and other agencies when necessary in order to coordinate program operations.

Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual. Applicants must possess: A. Degree: physics; or related degree that included at least 24 semester hours in physics.

B. Combination of education and experience courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.
In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
