Description Location: Work on-site in Japan. ECC is seeking candidates for a Construction Manager position. ECC is a federal government contractor working on-site in Japan. This position requires heavy civil, concrete, and electrical experience. This role is primarily responsible for the strategic development and management of construction-related policies, programs, and practices that support and advance the company's long-term business objectives. Assist the Project Manager (PM) in planning and coordinating activities to ensure project goals are achieved within prescribed time frames and budgets. Coordinate with the Project Engineer, Health and Safety Officer, Security team, and Construction Quality Control Officer for task prioritization. Outline work plans and assign duties, responsibilities, and scope of authority to project staff. Ensure compliance with health, safety, and quality control requirements as identified by functional officers. Act as a key implementer of field activities and preparatory tasks. Lead and assist quality control and safety officers in maintaining compliance with project work plans and standard practices. Manage subcontractors, including meeting schedule objectives, liaising with the PM, problem-solving issues, documenting progress, and monitoring safety compliance. Handle all reporting and administrative tasks such as daily reports, scheduling assessments, and estimating job modifications. Lead and participate in the full lifecycle of ECC business processes. Mentor staff in professional standards and service excellence. Support the development of standard procedures and policies. Provide career development and training opportunities. Perform other responsibilities, tasks, and deliverables as assigned. Requirements Experience in successfully completing complex estimates for government construction or environmental projects. Knowledge of construction or environmental estimating concepts. Effective communication and negotiation skills. Proven success in coaching teams remotely. Ability to interface with senior management and handle complex problem resolution. Proficiency with Microsoft Office, email systems, Windows, and estimating software. Ability to obtain and maintain a military base pass. Current US Driver's license and a good driving record. 5-10 years of experience with large construction projects. Travel: Willing to work on-site with periodic travel, with project management approval. Education and Experience: Bachelor's degree in Engineering, Construction Management, or related field, with 10 years of relevant experience, including managing subcontractors and OSHA safety procedures. An equivalent combination of education and experience may be considered. Preferred Qualifications Master's degree in Engineering, Construction Management, or Business. Experience managing staff on large construction projects. Overseas construction experience is preferred. ECC's targeted salary range for this position is $95,000 to $150,000. Actual salary depends on education, training, certifications, experience, skills, responsibility level, and location.
